“Christmas tree with many branches”: expert warns of multi-level peace agreements

The information that has appeared in the media in recent days about the terms of a possible peace agreement between Ukraine, Russia and the United States may be partially true. This was stated by political scientist Ruslan Bortnik in a commentary for "Komersant Ukrainian".
In his opinion, the published details are not exhaustive, and it is important to understand that the negotiations are actually about a much broader framework.
“I think this may be true, but some of the details… First of all, these are clearly not all the details of the agreement. There will be a large list of additional protocols: a protocol on security, economic cooperation, certain areas, provisions that still need to be agreed upon by the countries,” the expert emphasized.
Bortnik emphasized that the peace agreement itself will not consist of a single document, but of a set of agreements. According to him, we should expect a whole “package” of agreements: the main political agreement on the settlement, ceasefire protocols, security protocols, economic cooperation, as well as separate economic agreements between the US and Ukraine, the US and Russia.
“It will be a kind of a Christmas tree with many branches,” Bortnik figuratively characterized the structure of the future agreement.
According to him, there may also be additional documents that will regulate relations between the US and the European Union, as well as between Ukraine and the EU. This means that the peace architecture, which is only being discussed now, will have an extremely complex structure with dozens of components, each of which is important.
The expert drew special attention to the sources of information published in the media.
“I think that even the details that are published may be deliberately deformed or not fully quoted. Many media outlets that are writing about these plans today are actually focused on disrupting the negotiation process. We are talking not only about pro-Russian or pro-Ukrainian media, but also about those that are openly anti-Trump. They are not interested in the success of this process, they are interested in weakening Trump as a political player,” the political scientist said.
This is especially true, in his opinion, of the British and European media, which clearly seek to influence public opinion.

“Some points can be deliberately distorted, and some are simply not mentioned, which creates the impression of imbalance and injustice in the agreement itself,” Bortnik explained.
He urges to be extremely careful with the interpretation of such publications. According to him, they can only be used with a critical approach:
“It is worth remembering that media publications are often a tool of manipulation. Their goal is not to inform, but to influence the negotiation positions, political ratings, and reputation of specific figures, including Donald Trump.”
Bortnik concluded that the published details of the peace plan should not be taken as the final picture. Most likely, the actual structure of the agreements will be much more complex and will include not one but several parallel agreements covering security, economy, energy, guarantees, sanctions regimes, and much more. Therefore, it is too early to talk about any “final” decision.
