The Unified State Register is open again: what Ukrainians and businesses can now check

The Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations (USR) is once again available in Ukraine in open data format. This was reported by the Ministry of Justice of Ukraine, according to "Komersant Ukrainian".
Access was restored after prolonged restrictions imposed at the start of the full-scale war for security reasons.
Why access to the USR has been restored now
The Ministry of Justice explains that the decision was made taking into account the balance between military risks and the need for transparency of the state and the economy.
“The decision was made taking into account the balance between security requirements in a state of martial law and the need to ensure transparency, state accountability, and sustainable economic development,” the ministry said.
During the war, the register was partially closed to protect citizens, businesses, and strategic facilities. At the same time, open data remains a key element of democratic governance and post-war recovery.
What opportunities does the return of the USR open up?
Opening the USR in the form of open data will ensure:
- The development of digital services and GovTech — open data allows Ukrainian IT companies and analytical platforms to create services for verifying counterparties, managing risks, and developing business.
- Anti-corruption effect — journalists, civil society organizations, and analysts will once again have a tool for monitoring the ownership structure and ultimate beneficiaries of companies. This is critical for the transparent reconstruction of the state and combating financial abuse.
- Increased investment attractiveness — the availability of up-to-date open registry data is a sign of stability and predictability for international investors, even in the face of security challenges.
Security remains a priority: what data is closed
The Ministry of Justice has applied a filtered approach to disclosure of information so as not to harm national security. Some sensitive data, particularly regarding the defense sector and strategic enterprises, remains inaccessible.
The following are not published in open datasets:
- contact details;
- exact location addresses;
- information about types of economic activity (KVED).
This format minimizes the risk of abuse while maintaining access to key information about owners, status, and business structure.
Where is the open data of the USR available?
Open data sets have already been published:
- on the official resources of the Ministry of Justice;
- on the platforms of the State Enterprise National Information Systems;
- gradually — on the Unified State Portal of Open Data data.gov.ua.
The information will be updated weekly, and the data is available for free download.
On what legal basis was access restored
The publication of open data from the USR has been restored in accordance with:
- Order of the Ministry of Justice No. 3168/5 of November 18, 2025;
- Law of Ukraine No. 4576-IX of August 21, 2025, on access to registries during martial law;
- the list of data approved by Order of the Ministry of Justice No. 897/5 of March 28, 2016.
