Unified rules for medical examinations: the government has unified the work of medical examination committees

The Cabinet of Ministers has adopted a decision that should streamline the work of military medical commissions (MMCs). According to the Prime Minister of Ukraine Yulia Svyrydenko, a single standard of medical examinations will be applied to all the Defense Forces of Ukraine, reports
“We are streamlining the work of the Military Medical Committee to ensure a single standard of examination for all the Defense Forces. The rules of military medical examination of the Armed Forces will now apply to the SBU, the Foreign Intelligence Service, the State Border Guard Service, the National Guard and the UDO,” Svyrydenko said.
She noted that all of them will use a single Schedule of Diseases to determine fitness for service.
Where medical examinations will take place
According to the government’s decision, medical examinations for military personnel of these structures will be conducted in departmental medical facilities.
If they do not have their own clinics, they will be examined in civilian hospitals under contract. This should speed up and unify the process of determining fitness for service.
Remote examinations for military personnel abroad
Another innovation concerns the military and victims who are undergoing long-term treatment outside Ukraine. If the treatment lasts more than 12 months, medical and military medical examinations will be allowed in a remote format.
According to the Prime Minister, this decision should eliminate bureaucratic barriers and ensure an equal approach to all servicemen regardless of the structure where they serve.
How to get a referral to the military qualification commission?

- Through the TCC and the JV: Persons liable for military service can apply to the nearest territorial recruitment center at their place of residence to receive a paper referral. This requires a passport, military registration documents and medical documentation (if available).
- Through the application “Reserve “: Since January 31, 2025, the application has had an electronic referral function for the MLC. Users can submit a request through the application, receive a notification with details and contact a designated healthcare facility without visiting the MCC. For the service to work correctly, you need to update the “Reserve” to version 1.6.1.
What statuses can be assigned by the MEC?
After the second VLC has taken place, men can be assigned one of the following statuses from the two categories “fit” and “unfit”.
- fit only for service in military support units, TCCs and JVs, higher military educational institutions, training centers, institutions (establishments), medical units, logistics, communications, operational support, and security units;
- fit,
- unfit for military service with exclusion from the military register;
- unfit for military service with re-examination (in 6-12 months);
- temporarily unfit (a person in need of treatment or treatment and leave, release from service).
