The EU has tightened the rules for issuing multiple-entry visas for Russians: what is known

The European Union is preparing to tighten the rules for issuing multiple-entry Schengen visas to Russians. According to the Ministry of Foreign Affairs of Finland, the European Commission has already made a decision, and an official announcement is expected in the near future. This was reported by "Komersant Ukrainian" with reference to the Finnish broadcaster Yle.
According to the information provided by the Finnish Ministry of Foreign Affairs to Yle, the European Commission’s decision stipulates that in the future, Russian citizens will be issued mainly single-entry visas. This information was also previously published by the American edition of Politico, citing its own sources in Brussels.
“The Commission has made a decision today, and according to our information, an official announcement is planned for Friday,” a representative of the Finnish Foreign Ministry told Yle.
The ministry clarified that certain exceptional categories of people will not be subject to the new restrictions, but the details of these exceptions have not yet been disclosed.
Finland already issues multiple-entry visas to Russians only to limited groups of people, and does not issue tourist visas at all. According to the Finnish Ministry of Foreign Affairs, the country supports the unification of visa policy within the EU in order to have uniform rules for issuing visas to citizens of states that pose a security risk.
Since the beginning of 2025, the Finnish Embassy in Moscow has issued 2,343 multiple-entry visas and 949 single-entry visas to Russian citizens.
European diplomatic sources emphasize that the new restrictions are part of a broader EU policy in response to Russia’s aggression against Ukraine, which has been going on for three years.
