EU to appoint a special representative for Ukrainian refugees – Ylva Johansson

The European Union plans to create a new position of special representative to deal with Ukrainian refugees in the EU. This was reported by Politico, citing its own sources, "Komersant Ukrainian" reports
The purpose of this appointment is to strengthen coordination, representation of the interests of Ukrainians in the EU, and the implementation of practical support mechanisms for people who were forced to leave Ukraine because of the war.
Who will head the new position?
According to journalists, the EU Special Envoy will be Ilva Johansson, a former European Commissioner for Home Affairs who held this position from 2019 to 2024.
Johansson is known for her active stance in support of Ukraine and has visited the country numerous times during the war. In 2022, she was awarded the Order of Merit, second class.
Context
As of March 31, 2025, more than 4.26 million Ukrainians who fled the full-scale Russian aggression have been granted temporary protection in the EU. The EU Council is expected to extend temporary protection until 2027, making the appointment of a special representative a timely and strategically important step.
