The EU has significantly restricted sugar imports from Ukraine in 2024 and 2025, but plans to increase the sugar quota by 5 times – Ukrtsukor

The current annual quota for the export of Ukrainian sugar to the EU is 20,700 tons, but the EU promises to increase it almost 5 times. This was stated by Yana Kavushevska, head of the Ukrtsukor Association, in an interview with the "Komersant Ukrainian" YouTube channel.
“The European Union has significantly reduced our ability to export sugar… For 2024, we were set a quota of 262 thousand tons. For the first 5 months of 2025 – 109 thousand (or 5/12 of the 2024 quota). Since June 2025, when the EU suspended free trade with Ukraine, the quota has been only 20.7 thousand tons, of which we were able to export 11700 tons (or 7/12 of the annual quota) this year,” says Kavushevska.
At the same time, she says, there are some positive expectations.
“Preliminary, we expect that the quota for Ukrainian sugar to the European Union under the Association Agreement will be 100 thousand tons. In fact, this is a 5-fold increase from 20 thousand tons,” she explained.

In 2024-2025, the European Union significantly restricted the import of Ukrainian sugar by setting strict quotas for the supply. This was a response to mass protests by European farmers who demanded protection of the domestic market from competition from Ukrainian agricultural products.
