The EU will introduce a fixed duty on small parcels from July 1, 2026

The EU’s Economic and Financial Affairs Council on Friday, December 12, agreed to introduce a flat fee of 3 euros on small parcels worth up to 150 euros, which are mostly sent via e-commerce platforms. The new rules will come into force on July 1, 2026.

This was reported by Ukrinform, according to "Komersant Ukrainian".

Currently, parcels with goods worth less than 150 euros are imported into the EU without paying customs duties, which creates unfair competition for European sellers, increases risks to consumer health and safety, promotes fraud, and has a negative impact on the environment.

“The measure will remain in force until a permanent agreement on such parcels, agreed in November 2025, enters into force,” the press service reports.

The €3 rate will apply to all goods whose third-country sellers are registered in the EU’s single import window system for VAT purposes. This covers about 93% of all goods purchased through electronic platforms.

The EU Council clarified that if one parcel contains goods of different categories, each category will be subject to a separate duty of EUR 3.
