EU to provide EUR 90 billion in “reparations loan” to Ukraine

As part of the so-called “reparations loan,” the European Commission proposes to allocate 90 billion euros for budget support for Ukraine in 2026 and 2027.
This was reported by the chairman of the Budget Committee of the Verkhovna Rada Roksolana Pidlasa, "Komersant Ukrainian" reports.
According to her, during a meeting with the European Parliament’s budget committee and the director, the needs of Ukraine and the “reparations loan” were discussed.
“The European Commission’s working proposal on the ‘reparations loan’ is to divide the ‘loan’ into 2 areas of support for Ukraine: production and purchase of weapons (in Ukraine and the EU), as well as budget support. The budget support will amount to 90 billion euros and will be provided for two years – 2026 and 2027,” noted Pidlasa.
She clarified that budget support can be provided in the form of macro-financial assistance or under the Ukraine Facility.
The condition for providing such funding will be the continuation and preservation of reforms in the rule of law and the fight against corruption.
Pidlasa emphasized that Ukraine will have to repay this “reparations loan” only if it receives reparations from Russia.
It is worth noting that to finance the state budget in 2026, Ukraine needs to raise more than $45 billion from international partners.
