Yevhen Khmara heads the SBU: details

Yevhen Khmara has been appointed acting head of the Security Service of Ukraine.
The corresponding decree was signed by President Volodymyr Zelenskyy, reports "Komersant Ukrainian".
What is known about Yevhen Khmara
Yevhen Khmara’s career at the SBU is marked by rapid professional growth and significant achievements in the field of special operations.
on April 14, 2023, he was appointed by a decree of the President of Ukraine as the Head of the Special Operations Center, which is responsible for combating terrorism and protecting participants in criminal proceedings and law enforcement officers.
A year later, on August 24, 2023, Khmara was promoted to the rank of brigadier general, and on June 23, 2024, he was promoted to the rank of major general.
on August 25, 2025, the President of Ukraine appointed Yevhen Khmara as the head of the SBU’s Special Operations Center A, a key unit of the special service responsible for high-profile and asymmetric operations against the enemy.
Among Khmara’s most famous combat operations is his leadership in 2023 of the special operation to liberate Zmiinyi Island from the occupiers, which became one of the landmark successes of Ukrainian special forces.
Personnel changes in the government
As a reminder, President Volodymyr Zelenskyy has already appointed a new head of the Presidential Office – Kyrylo Budanov has replaced Andriy Yermak. Accordingly, Oleh Ivashchenko, who previously headed the SZRZ, was appointed as the head of the GUR.
There are also changes in the government: Mykhailo Fedorov will head the Ministry of Defense, and Denys Shmyhal will take over the Ministry of Energy.
In general, the head of state announced the renewal of all security and law enforcement agencies, and later – rotations in the army. Most of the dismissed leaders will remain in the system in new positions.
The day before, the head of the State Border Guard Service, Serhiy Deyneka, was also dismissed.
