European approaches and less bureaucracy: how financial control has changed in Ukraine

An international audit has confirmed the effectiveness of the State Audit Service’s management system. This is reported by "Komersant Ukrainian" with reference to information from DQS.

The western audit company DQS has completed a recertification audit of the management system of the State Audit Service of Ukraine (State Audit Service) in accordance with the requirements of the international standard ISO 9001:2025. According to the official announcement of the State Audit Service of Ukraine dated June 23, 2025, the audit passed without any comments: DQS experts found no inconsistencies, confirming that the management system remains “effective, transparent and result-oriented”.

The DQS experts particularly noted significant qualitative changes and innovations in the organizational approaches of the State Audit Service over the past year. Among the key achievements is the establishment of the Anti-Fraud Coordination Service (AFCOS). This was an important step in strengthening the national mechanism for protecting the EU’s financial interests in Ukraine. AFCOS ensures operational interaction with OLAF, coordinates with other Ukrainian authorities, and assists in conducting administrative investigations into possible misuse of EU funds.

DQS is a multinational holding company headquartered in Frankfurt am Main and is the parent company of the international companies of the DQS Group. DQS is engaged in conducting examinations of all types of business processes and certification of management systems.

In addition, the auditors highly appreciated the optimization of internal administration: simplification of the forms of reporting on state financial control measures allowed the auditors to speed up the processing of reports and significantly increase their productivity. This has reduced the bureaucratic burden and increased the efficiency of responding to risks in procurement and audit.

DQS also noted the implementation of European approaches aligned with the best practices of international partners such as ARPA (Croatia) and AnAFe (France). New methodologies, in particular, have been adapted as part of the implementation of EU programs, which has increased the compliance of the State Audit Service with European public reporting standards.

At the final meeting, Oleksandr Havrylko, Head of the DQS audit team, emphasized:

“International experts have not found any inconsistencies with the requirements of ISO 9001:2025 and consider the result of the supervisory audit of the management system of the State Audit Service to be one of the best for all previous years.

In her turn, Deputy Head of the State Audit Service Yulia Solianyk noted:

“The annual external audit encourages employees to improve and grow professionally.

According to the official website of the Government of Ukraine, in June 2025, the State Audit Service also received a mandate for enhanced control of public procurement under the Ukraine Facility program, which is of particular importance to European partners. In addition, the internal regional divisions of the Service have summarized the operational results of their work for January-May 2025, which indicates a systematic approach to planning and analyzing results.

Given the strengthening of its international image, the State Audit Service is currently strengthening its cooperation with European auditors and striving for full integration into a single space of quality management standards. In particular, in September 2025, representatives of the Service are scheduled to participate in the ISO TC 176 conference, where further improvement of ISO standards will be discussed, including the transition to the next edition of 9001 (expected in 2026).
