The European Union has approved a loan for Ukraine, but there are nuances

The European Union has signed a document granting Ukraine a loan of € 90 billion. However, the money will only be allocated in the spring. This was announced by the President of the European Parliament, Roberta Metsola, on social media, according to "Komersant Ukrainian".

“I have just signed a €90 billion loan to support Ukraine on behalf of the European Parliament,” Metsola said.

She specified that such a loan is necessary for:

  • supporting the functioning of vital public services;
  • preserving Ukraine’s defense capabilities;
  • protecting general security and freedom;
  • achieving real and lasting peace;
  • securing Ukraine’s future in Europe.

It should be noted that the EU has approved two of the three main documents necessary for granting a loan to Ukraine. However, Hungary is blocking another document that provides for changes to the EU’s long-term budget.

A €90 billion loan for Ukraine

Recall that at the EU summit on December 18-19, 2025, the leaders of the bloc agreed to grant Ukraine a loan of €90 billion for 2026-2027.

This decision became an alternative “plan B” because Belgium did not support the main option of a reparations loan secured by frozen Russian assets due to concerns about its own budget and pressure on the Euroclear depository.

The €90 billion loan is to be repaid only after Russia compensates Ukraine for its losses. It will not be linked to frozen Russian assets in any way. The source is joint borrowing by the European Union, backed by the budgetary commitments of EU member states.
