“Kivalov Law Academy is absorbed by the I. Mechnikov National University

The National University “Odesa Law Academy” has become a branch of the Odesa I. Mechnikov National University. This decision was made by the Cabinet of Ministers of Ukraine, "Komersant Ukrainian" reports.
The relevant ministry explains that students will continue their studies in the same programs they were enrolled in, and the funding conditions will remain unchanged.
The transition of the Odesa Law Academy programs to Odesa National University will be carried out gradually over the course of 2025. A reorganization commission has already been set up to transfer property and coordinate the staffing of the new university.
“The rights of the academic staff of both educational institutions are protected, with the exception of the management team. This revision of the network of higher education institutions is related to the demographic situation and is aimed at improving the quality of education and attracting investment to upgrade the scientific and educational infrastructure,” the Ministry of Education and Science of Ukraine said in a statement.
National University “Odesa Law Academy”: what is known about the educational institution
The National University “OJA” has the IV level of accreditation. In January 2025, the university was included in the international Transparent Ranking. According to this ranking, which is based on the number of citations in Google Scholar, the National University of Law took 21st place among 107 Ukrainian universities with a citation rate of 62,316.
on February 13, 2025, the Cabinet of Ministers of Ukraine decided to join the National University “ULA” to the Odesa National University named after I. Mechnikov. This decision was made as part of the state policy of modernizing the network of higher education institutions.
Prior to the merger, Serhii Kivalov was the President of the National University “OUA”. After the merger, his further role in the merged university is not specified.
The structure of the National University “OJU” included various faculties, including the Faculty of Judicial and Administrative Sciences.
The educational institution developed international cooperation by participating in various educational and scientific projects.
Economic indicators of the National University “OUJA”
The National University “OUA” was registered as an individual on December 13, 2004. Currently, its head is Oleh Todoschak. The value of the educational institution’s assets as of the end of 2020 amounted to UAH 496 million 092 thousand 430. As of February 2022, the university leased a land plot of 3.1482 hectares in the village of Fontanka, Odesa region.
Theanalysis of the participation of the National University “OUA” in tenders shows that in 2024 the university made sales worth UAH 247 thousand 883, and purchases worth UAH 295 million 523 thousand 798.
