Yuzhanina: “The tax authorities have turned paying property tax into a quest”

Nina Yuzhanina, a member of the Verkhovna Rada’s Finance Committee, has expressed concern about the difficulties in paying real estate tax. She claims that the ineffective work of the State Tax Service (STS) has made paying taxes a real quest, reports "Komersant Ukrainian".
“The State Tax Service reported that as of 01.07.2024, more than 3.2 million tax notices-decisions on tax on real estate other than land plots were issued in the amount of UAH 6.6 billion. At the same time, local budgets received UAH 1.6 billion. Wouldn’t there be more revenues if the State Tax Service became a real service and made paying taxes simple?”
– the MP asks, emphasising that the existing payment methods are confusing for many citizens.
“How is a tax assessment notice sent to a person (taxpayer) and when is this document considered to be delivered? It is sent through the Electronic Cabinet (the status of delivery is immediately). However, even for a person who knows about the Electronic Cabinet, it is not easy to find the TI in the Electronic Cabinet. In addition, if you have more than one property, it is very difficult to understand from the data in the Electronic Cabinet how much and where to pay,”
– said Yuzhanina.
She also noted that the tax cannot be paid through the popular Privat24 app. This app is used by many people in Ukraine.
The second way to notify the taxpayer is to send a registered letter through the post office, the MP explained. However, Yuzhanina stressed that many Ukrainian citizens are not at their addresses today and do not receive tax notices.
“Now a lot of people are NOT at their addresses and will NOT receive a tax notice. Obviously, since this method of delivery is the most common, where will the payment come from? And it will be so meagre,”
– yuzhanina wrote, noting that this notification never contains detailed tax calculations, which makes it difficult for an ordinary person to check the correctness of the calculation.
The MP concluded that with such a service, it is not surprising that people are in no hurry to pay taxes. Therefore, Yuzhanina called for the improvement of the State Tax Service’s electronic services.
“Maybe the Electronic Cabinet and other tax services should become user-friendly? Obviously, the tax service should be held responsible for such inefficient administration, not solving problems, but rather creating them year after year!”
