Starting June 1, limits on card transfers will change: details

Starting from June 1, 2025, banks will reduce the limits on cash transactions for medium and low risk clients. This is stipulated by the Memorandum on Ensuring Transparency of the Payment Services Market, "Komersant Ukrainian" reports

Starting June 1, 2025, Ukrainians will be able to transfer no more than UAH 100,000 per month between accounts of individuals who have not provided documentary evidence of their income. PrivatBank is already warning its customers about the new restrictions.

The restrictions will apply to various forms of financial transactions, including card transfers and payments through IBAN accounts.

Most Ukrainians will be able to transfer no more than UAH 100,000 per month from card to card. This is one-third less than previously allowed (UAH 150,000).

For those who are considered “risky” by banks, i.e. if the bank does not understand your income, expenses, and business profile, the limit of UAH 50,000 per month has been in effect since February.

Restrictions will not apply to customers who can document their income, including salary customers.

The limit on outgoing card transfers was introduced by the NBU in October 2024, citing the growing number of possible financial abuses of cards. This refers to the so-called drops, a practice where users actually rent their cards and then start making numerous transactions through them. Most often, this is done to avoid taxation and legalize funds.

Fighting against drops

The NBU set a limit of UAH 150,000 per month on inter-card transfers by individuals starting from October 1, 2024. These limits were lifted in April 2025, but a memorandum between banks is currently in effect.

According to the NBU, the restrictions helped to stop the “abnormal growth” in the volume of transfers and stop the increase in the number of payment cards observed in September-October last year.

The NBU will not limit itself to these restrictions. From October 1, 2025, there will be new ones. Everything is done for the safety of citizens, according to the National Bank.
