From September 1, employees of shopping malls will be required to wear body cameras: what will change

Starting September 1, 2025, all employees of the territorial recruitment and social support centers (TSC and SP) will have to use body cameras for mandatory video recording when checking documents or serving summonses. This was announced by the Minister of Defense of Ukraine Denys Shmyhal on his official Telegram channel, "Komersant Ukrainian" reports

“This step will ensure the transparency and legality of the activities of the TCC alert groups, as well as protect the rights of both sides,” Shmyhal said.

He emphasized that the innovation applies to all employees, without exception, who interact with citizens during mobilization tasks. In this case, the recording should be carried out from the beginning to the end of the contact with the person to whom the summons is served or the documents are checked.

Disciplinary liability for violations

The Minister also said that in case of non-compliance with this rule, disciplinary liability is provided:

“In case of violation of the rules of fixation, disciplinary liability will be provided”.

Thus, every case when video recording is not carried out without a valid reason will be considered an official violation.

Not everyone has cameras: 85% coverage

Currently, according to Shmyhal, the provision of body cameras for TCC employees is about 85%, and the Ministry of Defense is working on purchasing additional equipment to fully cover the needs.

It is expected that by the beginning of September, all alert groups will be staffed to ensure that the new rules come into full effect.
