During 2 years of full-scale war, Chief of Staff of the Verkhovna Rada Shtukhnyi earned almost UAH 6 million

In 2022 and 2023, the Chief of Staff of the Verkhovna Rada of Ukraine, Viacheslav Shtuchnyi, received almost UAH 6 million in salary: uAH 2,941,101 and UAH 2,973,496, respectively. This became known fromShtuchnyi‘s declarations , "Komersant Ukrainian" reports
That is, on average, for each month of 2023, Shtuchnyi received almost UAH 250 thousand. Compared to this, the heads of the High Anti-Corruption Court receive UAH 30 thousand less – UAH 210.7 thousand per month. And the salary of the President of Ukraine Volodymyr Zelenskyy averaged UAH 28 thousand per month in 2023.
In addition to his salary, over the 2 years of the full-scale invasion, Stuchnyi received more than UAH 1 million in pensions and 12,500 social benefits. Also, according to Shtukhny’s declaration for 2023, he has cash: 110 thousand dollars, 75 thousand euros and 80 thousand UAH.
The VR Chief of Staff has over $4.5 thousand, UAH 384 thousand, PLN 1,171, GBP 8,922, CHF 13,157, and EUR 55,846 on his accounts.
Despite his wealth, officially Viacheslav Shtuchnyi does not own any cars or apartments: he and his relatives own a 125.6 square metre apartment in Kyiv and a lease agreement for a holiday home in Koncha Zaspa.
He sold his Mercedes-Benz GLK 220 CDI back in 2022 for UAH 830 thousand (twice as much as the purchase price – the official bought the car in 2021 for UAH 430 thousand).
Vyacheslav Shtuchnyi first became the Chief of Staff of the Verkhovna Rada in October 2019. He remained in this position until July of the following year.
on 4 November 2021, the Verkhovna Rada appointed him to head the VR Secretariat for the second time.
According to Ukrayinska Pravda, Shtuchnyi was first appointed to the post of Chief of Staff of the Verkhovna Rada as a “lookout” for the then-Speaker of Parliament Dmytro Razumkov. According to a journalist insider, Shtukhnyi was allegedly on the payroll of the President’s Office.
Razumkov was able to get rid of Shtukhnyi only in July 2020. A year later, when the former Chairman of the Verkhovna Rada himself was removed from his post, Stuchnyi again became the head of the parliamentary apparatus.
And recently, in an interview with Interfax-Ukraine, Viola von Cramon, a member of the European Parliament and deputy head of the EP delegation to the EU-Ukraine Parliamentary Association Committee, said that now, allegedly, the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, “does not decide anything”, and that decisions are made by “the Secretary General of the Rada (Vyacheslav Shtuchnyi), appointed by the President’s Office.
