The first loan for a private house was issued under the eHouse programme: how to apply

Under the eOselya affordable mortgage programme, the first loan was granted to purchase a private house, which was used by a family from Uzhhorod who moved to Zakarpattia after the outbreak of war. This was reported by the First Vice Prime Minister of Ukraine – Minister of Economy Yulia Svyrydenko, according to

Svyrydenko noted that this year the eHouse programme has been expanded to allow people to get a loan not only to buy an apartment but also a private house. The first such agreement was signed by a family from Uzhhorod at 7% per annum. The couple chose a house of 82.8 square metres in Uzhhorod.

In total, the programme has already provided over 7,200 housing loans worth UAH 11 billion. Of these, 62% were granted to contract servicemen and law enforcement officers, 11% to teachers and scientists, and 9% to doctors.

It was emphasised that an important part of the programme is the conditions for obtaining a loan for a private house, in particular, the availability of land that should be intended for residential and public development. Country and garden houses located on country and garden plots, as well as houses located on agricultural land plots, are not eligible for mortgages.

“eHouse”: who can take out a concessional mortgage and how

The new housing lending programme “eOselya” has simplified terms and conditions and an interest rate of 3% for privileged categories and 7% for the rest.

Ukrainians can take out a preferential mortgage with a 3% interest rate:

  • not younger than 18 years and not older than 70 years at the maturity date;
  • who belong to one of the privileged categories: military personnel, law enforcement officers, teachers, doctors, educators and scientists and their family members;
  • from 1 August, also detectives and senior detectives of the National Anti-Corruption Bureau, rank-and-file and senior staff of the State Bureau of Investigation, detectives and senior staff of the Bureau of Economic Security and their family members;
  • do not own housing; or have housing of less than 52.5 m² 21 m² for each additional family member; or own housing located in the area of hostilities or in the temporarily occupied territory;
  • do not participate in other existing state housing programmes;
  • are solvent;
  • are not on the sanctions lists.

According to the government’s decision of 4 July 2023, military and security personnel who were injured in combat and received disability groups I-II and lost their positions retain the right to a 3% discounted mortgage.

Concessional mortgage with a 7% interest rate

Starting from 1 August, several more categories of Ukrainians will be able to apply for a preferential mortgage – but at 7%. The basic conditions (age, solvency, etc.) are the same as for the privileged, but the categories are as follows

  • war veterans and their families;
  • participants in hostilities;
  • persons with disabilities caused by war;
  • families of deceased war veterans, as well as families of deceased defenders of Ukraine;
  • other citizens of Ukraine who do not own their own housing or own less than 52.5 sq m for a family of one person and an additional 21 sq m for each subsequent family member (housing in the temporarily occupied territories is not taken into account).

You can buy a residential building

From now on, you can also purchase a residential building under the eOselya mortgage programme. A residential building means both an individual house and a blocked house, a so-called cottage or townhouse.

Previously, only an apartment in a residential building could be purchased with an affordable loan.

Housing that cannot be mortgaged

The list of housing that cannot be mortgaged has been clarified:

  • a residential building put into operation more than 10 years before the date of the agreement, if such a property is located in Kyiv or a regional centre
  • a residential building put into operation earlier than 3 years before the date of the mortgage agreement, for IDPs and other citizens who do not have housing or whose housing is less than the statutory standard;
  • property rights to a residential building under construction;
  • a residential building located on a land plot that does not belong to the lands of residential and public development;
  • a country or garden house.

The area of a house that can be mortgaged

Thus, the standard area of a residential building provided for a family of one (single person) is no more than 62.5 square metres of total area and an additional 21 square metres for each subsequent family member.

That is, the maximum area for a family of 4 is 125.5 sq.m.

How to apply for a loan under the eHouse programme

  1. Apply through the Diia app.
  2. Receive offers from banks and choose one of them.
  3. Check your data and documents at the selected bank.
  4. Choose a property and submit the necessary documents to the bank.
  5. Enter into agreements with the bank and a purchase and sale agreement.

As you know, the eOselya affordable mortgage lending programme has been in place since October 2022.
