Ending the war in Ukraine: Putin voiced new conditions

Russian President Vladimir Putin has said that he will not order the Russian Armed Forces to cease fire in Ukraine. The reason is that he is not satisfied with peace through negotiations with mediators, reports "Komersant Ukrainian" reports with reference to RIA Novosti.
The Russian leader raised this topic in Astana (Kazakhstan), where he arrived to participate in the summit of the Shanghai Cooperation Organisation.
According to Vladimir Putin, it is impossible to resolve the armed conflict through a mediator because such a mediator is unlikely to be empowered to sign the final document.
“The only question is that it seems unlikely to end the conflict with the help of mediators and only through them,” Putin told Russian journalists who interviewed him.
In addition, Vladimir Putin is not satisfied with the option of ending the hostilities with the participation of members of the Verkhovna Rada. The Russian president believes that the Verkhovna Rada is subordinated to an “illegal government” and therefore there is no point in appealing to this institution.
He also pointed out that the Istanbul Agreements remain “on the table” and can be used as a basis for negotiations. According to the Russian ruler, it was Ukraine that allegedly refused to negotiate, publicly and on direct instructions from London and Washington.
It should be noted that the Russian leader also mentioned that his country’s proposed plan for Ukraine, if it is ready, would allegedly allow for an immediate end to the fighting and the start of peace talks.
Earlier this year, journalist Dmitry Gordon published on his social media pages the so-called Russian version of the peace plan, which Russia had passed on to the United States. According to the journalist, he received the insight from sources associated with one of the Western intelligence agencies. Gordon claims that the plan was brought to Washington by Russian Interior Minister Vladimir Kolokoltsev.
