The law excluded the provision on raising salaries for prosecutors, but salary increases are possible in 2026

The Verkhovna Rada has excluded the provision on raising the salaries of prosecutors from the law on amendments to the state budget for 2025. At the same time, salaries may increase starting in 2026 due to a new calculation mechanism tied to the so-called “tool values”. This was reported by the Judicial and Legal Newspaper, "Komersant Ukrainian" reports.
Currently, prosecutors’ salaries are based on a lowered subsistence level of UAH 1600, which has not changed since 2021. This is the lowest figure among all legal professions. For comparison, the subsistence minimum of UAH 2,102 is used in the calculation of salaries for judges, tax and customs officers, and UAH 3,028 for the NABU.
“I, as Prosecutor General, receive 95 thousand, and the head of the SBI department receives 160 thousand. If you believe that prosecutors are all scoundrels, please write it down in the budget honestly,” Ruslan Kravchenko said during a meeting of the Verkhovna Rada’s Temporary Investigation Commission.
Earlier, it was planned that from August 1, 2025, the subsistence level for prosecutors would increase to UAH 2102, which would raise the basic salary in the district prosecutor’s office to more than UAH 52 thousand. Draft law 13439-3 with the relevant provision was adopted in the first reading, but later it was replaced by a new draft law No. 13573 without the provision on salary increase.
Despite this, the issue has not been removed from the agenda. The parliament is already considering an alternative mechanism – through draft law 13466 on the introduction of a system of salary values. According to it, the salary of a district prosecutor should be 15.2 such values. If the government sets the base salary at UAH 3,470, as suggested in the recommendations, the salary will be UAH 52,744.
The draft law was supported by the Committee on Social Policy. However, the final decision will depend on the parameters set in the draft state budget for 2026.
As a reminder, Halyna Tretyakova proposed to reform the remuneration system in the prosecutor’s office, in particular, to cancel the long-service pension.
