Legislative embarrassment: the increase in the military fee almost started on November 29

Holos Ukrainy prematurely published Law 4015-IX on increasing tax revenues during martial law. This was announced by the chairman of the Verkhovna Rada’s tax committee, Danylo Hetmantsev, "Komersant Ukrainian" reports.
It should be noted that the law was signed by President Volodymyr Zelenskyy on November 28, and published in the Holos Ukrainy on the same evening.
“This means that on November 29 (the law) will already come into force. That is, we had one rate (1.5% of the military fee) for 28 days of the month and 5% for 2 days!!! You can just imagine how much it has added to the work of the business now, how to calculate it????!!! How to pay extra for those who have already been paid a salary???? Why was it necessary to do this? We could not wait two days,” – emphasized MP Yaroslav Zheleznyak.
He added that it was originally planned that the law would be published on November 30, so that it would come into force on December 1 and not break the month.
In the morning, Hetmantsev announced the postponement of the law’s publication. According to him, it will now be published only on November 30 and will come into force as planned on December 1.
“A sleepless night is the result. The Resource Law will come into force on December 1, 2024. It will be published accordingly on November 30. Common sense has prevailed. We will consider it a typo,” Hetmantsev wrote on Telegram.
Accordingly, until December 1, the military fee is calculated at the current rate of 1.5%.
It should be noted that the main provision of the new tax law is an increase in the military tax from 1.5% to 5%. At the same time, MPs refused to raise the military tax for military personnel when considering the amendments in the parliament, and the rate of 1.5% remains the same.
The law, in particular, provides for
increasing the military tax rate from 1.5% to 5%;
introduction of a military tax for sole proprietors of groups I, II and IV at 10% of the minimum wage as of the first day of the reporting month;
Group III sole proprietors will pay taxes in the amount of 1% of their income in the form of a military fee;
introduction of a 50% tax on excess profits of banks;
introduction of a 25% income tax for all financial companies, except insurance companies.
