Procurement during blackouts: what the Kyiv City State Administration official is accused of

The head of one of the departments of the Kyiv City State Administration will stand trial in Kyiv. He is accused of improper performance of official duties during the purchase of diesel generators.
This was reported by the press service of the Kyiv City Prosecutor’s Office, according to "Komersant Ukrainian".
According to the investigation, the Podil District Prosecutor’s Office sent the indictment to court after completing the pre-trial investigation.
Purchases during the energy crisis
This refers to the period from January to April 2023, when one of the departments of the Kyiv City State Administration purchased diesel generators for shelters and so-called “points of invulnerability” — facilities created during massive attacks on the power system.
The investigation established that the persons responsible for procurement, who were subordinate to the director of the department, did not properly monitor market prices for wholesale purchases.
Prices above market value
The prosecutor’s office said that some generators were purchased for more than 390,000 hryvnia per unit, while their market value could have been around 320,000 hryvnia.
Another large batch was purchased for almost 90,000 hryvnia per unit, while the market price was around 76,000 hryvnia.
According to the results of a forensic examination, the total losses to the capital’s budget were estimated at over 4.8 million hryvnia.
Qualification of the case
The official had previously been notified of suspicion of official negligence. The article provides for restriction of liberty for up to five years with possible deprivation of the right to hold certain positions for up to three years.
The pre-trial investigation was conducted by the metro police department of the Main Directorate of the National Police of Ukraine in Kyiv with the operational support of the Security Service of Ukraine.
