Replacement of the technical passport and re-registration of a car are available again in Diia: what has changed

Starting October 15, the Diia app will once again allow you to replace a vehicle registration certificate or re-register a car online.
The service has been temporarily unavailable since October 13 due to the update of tariffs for plastic forms used to produce vehicle registration certificates, "Komersant Ukrainian" reports.
The Ministry of Internal Affairs explained that the price of the forms had increased from 540 UAH to 606 UAH, which is why the system had to be technically updated.
“Due to the new tariff for the forms, the cost of two driving services has been updated – re-registration of a car and change of the technical passport. The Ministry of Internal Affairs service center prepared for the changes and updated the system, so now everything is working again in Diia,” the press service said.
How much do services cost now
Depending on the type of service, the user pays several mandatory fees:
- Administrative service: 350 UAH
- Registration certificate form (technical passport): 606 UAH (previously – 540 UAH)
▪️ As long as old forms are available, they will be issued at the previous price. - Number combination: free of charge or UAH 360 for the selected option
- Paid number combinations: from 2,000 to 80,000 UAH
- Production of physical license plates: 160 UAH
- Delivery by Ukrposhta: 294 UAH (if you wish to receive documents or numbers at home)
It is important to note that if the user orders only a digital document, the tariff for the form is not paid.
Additional fees for the first car registration
For buyers of new or imported cars in Ukraine, there is a Pension Fund fee, the amount of which depends on the cost of the car:
- 3% – if the price is up to UAH 499 thousand
- 4% – for the middle range
- 5% – if the car is more than UAH 878 thousand
Online car re-registration services through Diia have become part of the government ‘se-governmentstrategy, which reduces queues at the Ministry of Internal Affairs service centers and reduces the time for paperwork.
Tens of thousands of drivers have used the service since it was launched in 2023.
Users can now complete the entire procedure without visiting a service center:
sign a purchase agreement, pay fees, issue or change a registration certificate, and order home delivery of license plates.
In the near future, Diia plans to launch several more services for drivers.
In particular, it will be possible to manage license plates online – to book, store and reissue them without visiting the MIA Service Center.
The Ministry of Digital Transformation launched the Diia electronic document service in 2020.
The application is gradually expanding the list of functions that allow Ukrainians to receive public services online – from taxes and business registrations to driver’s licenses, passports and military documents.
In the field of transportation, Diia has already implemented an electronic driver’s license, digital technical passport, online car purchase and sale, and the traffic fines service .
The resumption of the service for replacing technical passports and re-registering cars is another step towards the full digitalization of transport documents in Ukraine.
