Corruption instead of defense: Vyshhorod mayor suspected of embezzling UAH 6.6 million

Prosecutors of the Kyiv Regional Prosecutor’s Office have notified the mayor of Vyshgorod and the director of a contractor organization of suspicion of misappropriation of budget funds through abuse of office (Part 5 of Article 191 of the Criminal Code of Ukraine). This is reported by the Office of the Prosecutor General, "Komersant Ukrainian" informs

Purchase of equipment under the guise of defense needs

At the beginning of the full-scale invasion of Russia, officials of the Vyshgorod City Council organized the purchase of two backhoe loaders allegedly for the needs of a volunteer group. The total cost of the equipment was UAH 7.8 million.

The investigation found that the equipment was purchased through a controlled company that had neither the production capacity nor the financial resources to fulfill the contract. The cost of each piece of equipment was artificially inflated by about UAH 800 thousand.

Nevertheless, officials signed the acceptance certificates and transferred the funds from the local budget. The actual delivery of the equipment took place only a few months later, after which it was transferred to the balance sheet of the utility company. As a result, the community suffered losses of more than UAH 1.6 million.

The second episode: paid but unfulfilled works

Another episode in the case concerns the dredging of a stormwater drainage reservoir in Vyshhorod.

According to the investigation, the mayor, knowing for certain that the contractor had not completed the work, signed the acceptance certificates and initiated the transfer of budget funds anyway. As a result, the company illegally received more than UAH 5 million.

The course of the investigation

Operational support was provided by the Strategic Investigations Department in Kyiv region of the State Secret Service of the National Police of Ukraine jointly with the SBU Main Directorate in Kyiv and Kyiv region.
