About UAH 9 billion has been frozen: Accounting Chamber audits Nayem’s shelter program

The Accounting Chamber has audited the shelter construction program implemented by the State Agency for Reconstruction and Development of Infrastructure under the then-head of Mustafa Nayem. This was reported in an interview with the YouTube channel "Komersant Ukrainian" first Deputy Chairman of the Verkhovna Rada Committee on Energy, Housing and Utilities, MP Oleksiy Kucherenko said in an interview with the YouTube channel "Komersant Ukrainian".

“Today, exactly an hour and a half ago (October 13, – ed.), at a meeting of the Accounting Chamber, one of the first issues considered was the audit of the Accounting Chamber on the shelter program of the Nayem Agency (ex-head of the Recovery Agency – ed.) at the facilities of Ukrenergo’s Kudrytskyi (ex-head of Ukrenergo – ed.).

When you learn about the results of this audit in the near future, the entire Ukrainian people, bloggers, and journalists will have a lot of questions. This is a professional audit that will dot all the i’s and cross all the t’s – in terms of estimates, achievements, organizations, and failures,” Kucherenko said.

According to him, we are talking about significant amounts – about UAH 9 billion, which were frozen as part of the program for the construction of third-level shelters. Some of the facilities remained unfinished, and the report is marked “for official use,” Kucherenko said.

“I will consult with lawyers to decide which part can be made public. The only thing I am afraid of is that law enforcement officers, and they have this practice, will involve the audit in a criminal case and close it as part of a pre-trial investigation,” the MP explained.

Kucherenko noted that a similar situation has already happened – for three years he has been trying to get the State Audit Service’s report on Ukrenergo made public. He managed to get the document only a month ago.

“If this report had been made public back in 2022, there would have been no questions about the level of management and decision-making regarding the management of Ukrenergo, and this is not only about shelters, there are many other questions… We would have been immediately interrogated and taken to court, to the dock. But the document was hidden for three years. And the trial has not ended yet..

For me, these are signs that the management there is simply funding certain law enforcement officials to keep it from coming out,” he said.

The MP added that as the head of the provisional investigatory commission, he would send a request to the Accounting Chamber to provide a copy of the audit report.

“The PIC will receive an official letter with a request to provide the document. And then we will see how our independent law enforcement officers will act – will they once again want to hide these transactions, or will they still consider them through the prism of crimes,” Kucherenko summarized.
