Salaries of civil servants in Ukraine: who earns the most

The Ministry of Finance of Ukraine continues to ensure transparency and openness in the use of budget funds, particularly with regard to wages in the public sector (except for the security and defense sector).
This was reported by "Komersant Ukrainian" with reference to data from the Ministry of Finance.
Based on monthly data from state bodies, the Ministry of Finance updates an analytical tool—a dashboard that displays the salaries and number of employees of state bodies, local administrations, and judicial authorities.
Number of employees and structure
According to data for January 2026, the total number of employees of state bodies for whom salary data is available was 165,500 people:
- 108,100 people — central government bodies (with territorial divisions),
- 23,200 people — local state administrations,
- 34,200 people — judicial authorities.
Average wage
The average salary in January traditionally shows a seasonal decline:
- central government bodies — 53,300 UAH,
- regional and territorial administrations of central authorities — 31,500 UAH and 15,500 UAH, respectively,
- regional state administrations — 24,100 UAH,
- district state administrations — UAH 20.1 thousand.
The highest salaries were received by employees of the NERC KP sector — 84.6 thousand UAH, and the lowest — in the National Mediation and Reconciliation Service — 27 thousand UAH.

In 2025, the number of civil servants decreased by 5.1 thousand people, while the average salary continued to grow at a moderate pace.
