Salaries of public utilities will increase from 2026: what is known

Starting from January 1, 2026, Ukraine will increase the minimum tariff rate for a first-class housing and communal services worker. This was reported by the Ministry of Development, "Komersant Ukrainian" reports.

According to the calculations of the Ministry of Development, this means an increase in wages by about 40% – to the level of UAH 8,650. The decision was enshrined in amendments to the sectoral agreement between the state, employers and trade unions.

What happened

The Ministry of Economic Development and Trade has announced an update to the sectoral agreement in the housing and utilities sector. The key change is an increase in the minimum tariff rate to 260% of the subsistence minimum for able-bodied persons. Starting from January 1, 2026, the subsistence minimum will be UAH 3,328, which will form the new payment base.

How much will the salary increase?

The minimum salary of a utility worker of the first category: from UAH 8,650.

Estimated growth: about 40% compared to the current level.

Drivers: Increased payment coefficients for drivers of trucks, cars, and buses; a separate category for drivers of electric vehicles has been introduced.

Allowances:

for performing particularly important work (including during martial law) – up to 100% of the salary;

up to 15% for knowledge of a foreign language.

Who made the decision

The sectoral agreement was signed by the Ministry of Economic Development, the All-Ukrainian Confederation of Employers of the Housing and Communal Services Industry of Ukraine and the Trade Union of Housing and Communal Services Workers.

The increase will take effect from January 1, 2026

The increase will come into force on January 1, 2026. The practical effect will depend on the implementation of the agreement on the ground and the financial capacity of the utility companies, as well as on whether the additional allowances will continue throughout the year.
