Commander of Air Force Logistics and Head of Security Service of Ukraine detained in Zhytomyr region: what is known
25 February 15:01
Law enforcement officials reported the arrest of the commander of logistics for the Ukrainian Air Force and the head of the Security Service of Ukraine in Zhytomyr region.
This was announced by the Office of the Prosecutor General and the Security Service of Ukraine, according to "Komersant Ukrainian".
The names have not been officially disclosed. At the same time, Defense Minister Advisor Serhiy Sternenko said that the person in question is the head of the regional Security Service of Ukraine office, Volodymyr Kompanichenko.
1.4 billion hryvnia for arch structures
According to the investigation, in May 2025, UAH 1.4 billion was allocated for the construction of prefabricated arch structures to protect aviation.
Inspections by the SBU’s Military Counterintelligence Department found that the projects did not meet safety requirements, the structures did not provide adequate protection, and the cost of the work was significantly overestimated. Despite this, advance payments to contractors began.

The investigation’s version: an attempt to stop the inspection
The prosecutor’s office claims that the logistics commander asked the head of the regional SBU office to “help” stop the inspections and cover up the embezzlement of funds.
According to the investigation, the official was offered to act as a “guarantor” of the agreements and help bribe the leadership of military counterintelligence. It was also allegedly planned to involve “loyal” auditors to prepare fictitious conclusions about the quality of construction.

Caught red-handed
The suspects were detained on February 25 while attempting to transfer the bribe.
According to the Office of the Prosecutor General, the amount involved was about 13 million hryvnia — approximately 1% of the total project funding. During the arrest, law enforcement officers seized $320,000.
The officials are being charged under Article 191 of the Criminal Code of Ukraine — appropriation or embezzlement of property through abuse of official position.
Reaction of the Security Service of Ukraine
Acting Head of the SBU Yevhen Khmara said that the service is continuing the process of “self-cleansing.”
“Those involved in this crime will be held accountable under the law. I warn anyone who is considering similar actions: punishment will be inevitable,” he said.
The investigation is ongoing. The position of the detainees themselves has not been publicly announced.
