Losses of the Ministry of Defense amounting to more than 275 million: ex-official is suspected based on materials of the State Audit Service

Based on the materials of the State Audit Service, a former official who caused damage to the Ministry of Defense worth more than UAH 275 million has been suspected. This is stated in the report of the State Audit Service, "Komersant Ukrainian" reports

Investigators of the State Bureau of Investigation, with the assistance of the State Audit Service specialists involved in the criminal proceedings, found that during 2022-2023, the former deputy director of one of the departments of the Ministry of Defense signed 8 state contracts totaling about UAH 3.1 billion for the purchase of fuel and lubricants. At the same time, contrary to the requirements of the Cabinet of Ministers Resolution No. 178 of March 2, 2022 and Article 195 of the Tax Code of Ukraine, the value added tax was unlawfully included in the amount of the contracts.

As a result of such actions, the state budget suffered losses of more than UAH 275 million.

In the course of the pre-trial investigation under Part 2 of Article 367 and Part 4 of Article 358 of the Criminal Code of Ukraine, the business entities reimbursed over UAH 201 million.

In total, the State Audit Service of Ukraine found during the pre-trial investigation of the SBI criminal proceedings that former officials of the Ministry of Defense entered into dozens of contracts for the supply of fuel and lubricants worth more than UAH 20 billion. The amount of damage caused was UAH 2.5 billion. Thanks to the intervention of investigators and auditors, in 2024, fuel and lubricant suppliers returned UAH 2.34 billion to the accounts of the Ministry of Defense.
