Losses of 47 million: the former head of Kyivpastrans is suspected of negligence

The Kyiv City Prosecutor’s Office has served a notice of suspicion to the former head of the Kyivpastrans department, "Komersant Ukrainian" reports.


The investigation believes that due to her inaction during the purchase of electricity, the company overpaid tens of millions of hryvnias.
The losses to the Kyiv community are estimated at over UAH 47 million.

What is the essence of the suspicion?

According to the prosecutor’s office, the official failed to monitor the prices of electricity supplied to the company between February 2023 and February 2024.
Such actions (or rather, their absence) led to purchases at inflated tariffs and losses for the city budget.

Her actions are classified under Part 2 of Art. 367 of the Criminal Code of Ukraine – official negligence that caused grave consequences.

What is known about the suspect

According to the prosecutor’s office, the woman continues to work in the municipal sector – she holds a managerial position in another utility company.
Earlier, the same official was already suspected of official negligence, which in 2022 caused losses of almost UAH 11.6 million during the purchase of electricity at inflated prices.

The pre-trial investigation is being carried out by investigators of the Podil Police Department, with operational support provided by the Security Service of Ukraine.
Prosecutor’s Office coordinates procedural guidance in the case

This is not the first time that the Kyiv Prosecutor’s Office has reported large-scale losses in the capital’s utilities.
Earlier, an official of the Solomianskyi District Road Maintenance Department was notified of suspicion for losses incurred during the purchase of road salt.

The investigation should establish the amount of losses and the role of each participant in the procurement process.
If the suspect is proven guilty, she could face up to 5 years in prison with disqualification to hold certain positions.

“Improper performance of official duties by the management of municipal enterprises directly affects the city budget. We see the systemic nature of the problem and respond accordingly,” the Kyiv City Prosecutor’s Office said.
