Zelenskyy and Starmer signed a strategic agreement: what Ukraine stands to gain

Ukrainian President Volodymyr Zelenskyy and British Prime Minister Keir Starmer signed a joint statement on deepening the strategic partnership between the two countries. The document provides for long-term financial, military, and economic support for Ukraine from London.

The UK guarantees long-term support for Ukraine

Under the signed agreement, the UK has committed to providing Ukraine with at least 3 billion pounds annually through the 2030–2031 fiscal year. This support may be extended as needed beyond that period.

The parties paid particular attention to cooperation in the field of security and defense, specifically strengthening Ukraine’s air defense amid ongoing Russian attacks on critical infrastructure.

Eight Key Areas of Cooperation Between Ukraine and the UK

The strategic dialogue between Kyiv and London covers several important areas:

  • trade

  • culture
  • foreign policy

The document also emphasizes the importance of leveraging Ukraine’s experience in modern warfare to advance international security cooperation.

Joint defense projects and drone production

Ukraine and the United Kingdom have agreed to expand cooperation in the field of defense technologies. Specifically, this involves the development of military technology exchange programs and the joint production of modern weapons.

Among these projects is the LYRA program, which aims to increase production of OCTOPUS interceptor drones, as well as other technological initiatives.

The parties also plan to develop projects that will allow Ukrainian combat experience to influence the development of British defense innovations.

Training of Ukrainian military personnel and international cooperation

The United Kingdom has confirmed the continuation of training for Ukrainian military personnel as part of the INTERFLEX training operation.

Additionally, the countries agreed to deepen cooperation within the Joint Expeditionary Force (JEF), which operates under the leadership of the United Kingdom.

The document also provides for the creation of additional opportunities for cooperation between businesses in both countries, particularly in the defense industry and exports.

Ukraine and the UK also agreed to deepen cooperation in the fight against organized crime and hybrid threats.

Political Support and Sanctions Pressure on Russia

As part of the strategic dialogue, the parties reaffirmed their intention to coordinate foreign policy efforts to achieve a just peace and increase international pressure on Russia.

Specifically, this involves:

  • tightening sanctions
  • countering Russia’s “shadow fleet”
  • working on mechanisms to compensate Ukraine for damages
  • preserving frozen Russian assets

The parties also emphasized that Russia must compensate Ukraine for the damage caused.

Energy, technology, and Ukraine’s reconstruction

The United Kingdom also reaffirmed its support for Ukraine in rebuilding energy infrastructure destroyed by Russian attacks and preparing for upcoming heating seasons.

Specific areas of cooperation will include:

  • digital transformation
  • development of artificial intelligence
  • cybersecurity
  • space technologies
  • support for Ukrainian startups

In particular, British programs have already helped Ukrainian tech companies attract over £10 million in investments.

Cooperation in education, culture, and migration

Ukraine and the UK will also expand cooperation in the humanitarian sphere, including educational programs, cultural projects, and support for Ukrainians living in the UK.

Separately, the parties discussed the following issues:

  • educational exchanges
  • the development of English-language education
  • preservation of Ukrainian cultural heritage
  • the future return of Ukrainian citizens after the war.

Economic Partnership and Business Development

The new format of dialogue also provides for the expansion of economic cooperation, the development of bilateral trade, and the attraction of investments for Ukraine’s reconstruction.

The parties plan to:

  • reduce trade barriers
  • improve insurance coverage for war risks
  • support the business environment
  • promote investment in Ukraine’s recovery.

The signing of the declaration effectively establishes a long-term partnership model between Ukraine and the United Kingdom, which includes not only military aid but also economic, technological, and political support.

It is expected that such cooperation will help strengthen Ukraine’s defense capabilities and contribute to economic development even in the context of war.
