Zelensky renews regional leadership: new heads appointed in four regions

Ukrainian President Volodymyr Zelensky has signed decrees appointing new heads of the Poltava, Chernivtsi, Vinnytsia, and Dnipropetrovsk regional state administrations. The head of state announced this in an evening address, according to "Komersant Ukrainian".

According to the president, the documents have already been prepared and signed, and the new regional leaders will be presented in the near future.

Who exactly was appointed

According to the published decrees:

  • Natalia Zabolotna has been appointed head of the Vinnytsia Regional State Administration;
  • Oleksandr Hanzha has been appointed head of the Dnipropetrovsk Regional State Administration;
  • Vitaliy Dyakivnych has become head of the Poltava Regional State Administration;
  • Ruslan Osipenko has been appointed head of the Chernivtsi Regional State Administration.

Decrees No. 35/2026, No. 36/2026, No. 37/2026, and No. 38/2026 have already been published on the president’s official website.

What about the previous leaders?

Along with the new appointments, Zelensky signed a series of decrees dismissing the previous heads of regional administrations in these regions.

In addition, the president announced that a candidate for the position of head of the Ternopil region had been approved. Decree No. 32/2026 dismissed Vyacheslav Negoda from this position.

Personnel decisions in the regions will continue

Zelensky emphasized that personnel decisions in the regions will continue. This refers to the continuation of the renewal of the administrative vertical at the regional level — against the backdrop of war, security challenges, and the need to strengthen coordination between the central government and the regions.
