Zelensky signs law on customs reform: what will change

President of Ukraine Volodymyr Zelenskyy has signed a law amending the Customs Code of Ukraine to establish the specifics of service in the customs authorities and certification of customs officials. The relevant information was published on the website of the Verkhovna Rada, reports "Komersant Ukrainian"
The document was returned to parliament with the president’s signature on 17 October. It will come into force the day after its publication.
It is called the “customs reform law” because it changes some procedures in the state structure.
It is an important structural beacon from the International Monetary Fund, the World Bank and the US that will unlock $6 billion in aid for Ukraine.

Provisions of the law on customs reform
The draft law changes the procedure for competitive selection of the head of the Customs Service.
It also introduces an annual external audit of customs. A negative audit conclusion will be a valid reason for dismissal of the head of the customs service.
Within a year after the election of the new head, all customs officers will be re-certified. Unsuccessful re-certification will mean dismissal.
Salaries for customs officers are also being raised.
However, a number of experts believe that this reset is ineffective. For example, financial analyst Oleksiy Kushch argues that the law will not remove the corruption component.
