Zelensky: Ukraine can hold elections, but there is one condition

President Volodymyr Zelenskyy said in an interview with Fox News that Ukraine is ready to try to hold elections, but the main condition is to guarantee security for citizens, "Komersant Ukrainian" reports
The condition for holding elections
Zelensky emphasized that under the current Constitution, it is impossible to hold elections under martial law. However, if a ceasefire is reached, the state can organize a vote with the support of international partners.
“We are ready if there is a ceasefire. Even if it is difficult according to our Constitution. If there is a ceasefire, we can hold elections,” the president emphasized.
Support from allies
According to Zelenskyy, Ukraine will be able to organize the election process only with the help of its partners, in particular in terms of financing, security and technical support.
The President noted that the support of the international community would guarantee the transparency and legitimacy of the elections, even in the difficult conditions of post-war reconstruction.
Constitutional restrictions
Elections during martial law are prohibited by the Constitution of Ukraine. At the same time, there have been repeated suspicions in society and among political forces of preparations for election campaigns even during a full-scale war.
Zelenskyy emphasized that he wants to hold elections after the end of hostilities to “put an end to political speculation.”

The president already commented on the issue of possible elections during his visit to the United States on September 18, 2025. At that time, he said that voting was possible only under conditions of complete security, including in Ukraine’s airspace.
