Zelensky will remain in office until martial law ends: Rada adopts important resolution

On the second attempt, the Verkhovna Rada of Ukraine adopted Resolution No. 13041 “On Supporting Democracy in Ukraine in the Context of Russian Aggression,” which was “failed” the day before, on February 24. During the vote on the document, the deputies stated that elections in Ukraine would not be held until the end of martial law, which is in line with the requirements of the Constitution of Ukraine. The official title of the document voted for is “Statement of the Verkhovna Rada of Ukraine on Support for Democracy in Ukraine in the Face of Russian Aggression.”
As a reminder, an attempt to pass the resolution yesterday was unsuccessful – only 218 MPs voted for the document out of the 226 required. Today, however, the resolution was supported by a sufficient number of MPs, which allowed the decision to be passed.
“They passed it the second time – the Rada supported the resolution on supporting democracy. There were 268 votes in favor,” the MPs said.

Zheleznyak added: The Verkhovna Rada emphasizes that “it is Putin who is responsible for the fact that it is impossible to organize free, transparent and democratic elections in Ukraine today with the invitation of international observers, which would be recognized as such by the international community.”
“The Parliament states that the martial law introduced in Ukraine in the context of the full-scale invasion of Russia does not allow holding elections in accordance with the Constitution of Ukraine. At the same time, the Ukrainian people are united in the opinion that such elections should be held after the end of the war,” Zheleznyak added.
According to him, in the document, the Verkhovna Rada declares on behalf of the Ukrainian people that “Ukraine as a democratic country, as soon as a comprehensive, just and sustainable peace is ensured on its territory, will announce the presidential election by the decision of the Parliament of Ukraine and ensure that it is held in accordance with all international electoral standards.”
“The Verkhovna Rada once again reminds that President of Ukraine Volodymyr Zelenskyy was elected in free, transparent, democratic elections. His mandate is not questioned by the Ukrainian people and the Verkhovna Rada of Ukraine,” the MP wrote.
The parliament also emphasized the need to “observe the principle of institutional continuity of power provided for by the laws of Ukraine, especially in the context of the legal regime of martial law, and emphasizes that President of Ukraine Volodymyr Zelenskyy must fulfill his powers until the newly elected President of Ukraine takes office in accordance with part one of Article 108 of the Constitution of Ukraine.”
