Zelensky imposes new sanctions: who is on the list

President of Ukraine Volodymyr Zelenskyy has signed Decree No. 555/2025, which enacted the decision of the National Security and Defense Council on new sanctions against companies and individuals that support Russian aggression.
This is reported by "Komersant Ukrainian" with reference to Decree No. 555/2025 of the head of the Ukrainian state and a statement to journalists by the Presidential Commissioner for Sanctions Policy Vladyslav Vlasiuk
The restrictions will apply to dozens of individuals and legal entities, including those from Russia, China, Iran and the United Arab Emirates.
The full list of individuals and companies will be made public separately, but the President’s Office has already confirmed that the measures are aimed at combating the “shadow fleet” and schemes for supplying dual-use goods to the Russian military-industrial complex.
According to Vladyslav Vlasiuk, the Commissioner for Sanctions Policy, the new package includes companies and individuals from Russia, China, the UAE, Iran, and other countries.
Some of them are related to the supply of military technologies to Russia, bypassing international restrictions.
“In the 18th package of EU sanctions, we have identified 8 individuals and 45 legal entities for synchronization, including companies from Russia, China, the UAE, Iran and others,” Vlasiuk told reporters.
Around 40% of the individuals subject to the new European sanctions have been subject to Ukraine’s restrictions before. This is evidence of effective coordination between Kyiv and its international partners.
“More synchronization makes it harder to circumvent sanctions,” Vlasiuk emphasized.
