Zelensky dismissed two NSDC deputy secretaries: what is known

President of Ukraine Volodymyr Zelenskyy has signed decrees dismissing two deputy secretaries of the National Security and Defense Council of Ukraine, Serhiy Demediuk and Andriy Kononenko. This is evidenced by documents published on the official website of the head of state, "Komersant Ukrainian" reports

The relevant decrees No. 831/2025 and No. 832/2025 are dated November 7, 2025.

“To dismiss Andriy Valeriyovych Kononenko from the post of Deputy Secretary of the National Security and Defense Council of Ukraine… To dismiss Serhiy Vasylovych Demediuk from the post of Deputy Secretary of the National Security and Defense Council of Ukraine,” the presidential decrees say.

The reasons for the dismissal have not yet been officially commented on.

Changes in the NSDC structure

The dismissal of the two deputies took place against the backdrop of a renewed structure of the National Security and Defense Council. Earlier, Volodymyr Zelenskyy signed a decree approving a new organizational model for the NSDC.

The maximum number of employees in the NSDC Secretariat is now 252. Some services were transformed into departments, and some were disbanded.

The decree also approved the structure of the National Security and Defense Council of Ukraine:

  • Secretary of the National Security and Defense Council of Ukraine;
  • first Deputies and Deputy Secretaries of the National Security and Defense Council of Ukraine;
  • The Head of the National Security and Defense Council of Ukraine, his first deputy and deputies;
  • Service of the Secretary of the National Security and Defense Council of Ukraine;
  • Service of the Chief of Staff of the National Security and Defense Council of Ukraine;
  • Strategic Planning and Analysis Service;
  • Department of Internal Security;
  • Department of Mass Information;
  • Department of Military Security, Mobilization and Territorial Security;
  • Department for Defense Industry, Military-Technical Cooperation and Export Control;
  • Department of Information Security and Cyber Defense;
  • Service for Support of the Main Situation Center of Ukraine and Development of Information Technologies;
  • Department of External Security and Intelligence;
  • Department for Strategic Dialogue and Post-War Settlement;
  • Department for Economic, Financial Security and Sanctions;
  • Department for Critical Infrastructure and Energy Security;
  • Department for State and Public Security;
  • Department for Humanitarian Security and Crisis Response Coordination;
  • Department for International Cooperation;
  • Accounting and Financial Support Service;
  • Organizational and Documentary Support Service;
  • Administrative and Economic Service;
  • Personnel Management Service;
  • Legal Service;
  • Service of classified work;
  • Chief State Auditor;
  • Chief Internal Control Specialist.

At the same time, the Decree of the President of Ukraine dated February 26, 2021 No. 76/2021 “Issues of the National Security and Defense Council of Ukraine” has been repealed.

The Secretary of the NSDC of Ukraine was instructed to ensure that the staffing of the Council’s Secretariat is brought in line with the provisions of the new decree.
