Not a single abuse: SAPO and the EU take control of European money for Ukraine

Ukraine and the European Union are strengthening joint control over the use of financial assistance. In Luxembourg, the head of the Specialized Anti-Corruption Prosecutor’s Office, Oleksandr Klymenko, and the chief European prosecutor, Laura Kovesi, signed a Memorandum of Cooperation between the SAPO and the European Public Prosecutor’s Office (EPPO). This was reported by "Komersant Ukrainian" with reference to the SAPO.

The Memorandum opens a new stage in cooperation between Ukrainian and European prosecutors.

The document provides for the establishment of a permanent communication channel for joint response to offenses related to the use of EU funds allocated to support and rebuild Ukraine.

The European Public Prosecutor’s Office (EPPO) is an EU institution established to protect the Union’s budget from fraud, corruption and abuse. Now the Ukrainian SAPO will have a direct mechanism for cooperation with it.

Why it is important for Ukraine

The signing of the Memorandum is evidence of the maturity of Ukraine’s anti-corruption system and its deeper integration into the European legal space.

This step strengthens the trust of international partners and creates additional guarantees for the transparent use of EU financial assistance.

Cooperation between the SAPO and the EPO will help prevent misuse of defense, humanitarian and reconstruction programs, ensuring that every euro of the partners’ money works to rebuild a strong and resilient Ukraine.

EU supports Ukrainian anti-corruption institutions

Oleksandr Klymenko’s visit to Luxembourg was held within the framework of the EU Anti-Corruption Initiative, which aims to strengthen the capacity of Ukrainian anti-corruption bodies.

“We are grateful to our partners who consistently and comprehensively contribute to strengthening the capacity of the Anti-Corruption Prosecutor’s Office,” the SAPO said.
