Okhmatdyt will give the money raised by the people to one of the most expensive contractors: details of the scandal

After Ukrainians across the country donated money to rebuild the Okhmatdyt hospital, the hospital’s charitable foundation found itself at the centre of a scandal when it chose a contractor to repair the damaged building. The Foundation chose Bud-Technology LLC as the winner of the tender, despite the fact that this offer was one of the most expensive among the 14 bidders. This is stated in the material of the publication“Nashi Hroshi“, according to "Komersant Ukrainian"
The cost of the works by Bud-Technology is UAH 307 million excluding VAT, while other participants offered to carry out repairs at a much lower cost – from UAH 42 million to UAH 286 million. The Fund did not provide any explanation for ignoring the cheaper bids, although at least seven of them contained fully completed commercial proposals with detailed descriptions of the works and prices.
Given that the Okhmatdyt Charitable Foundation is not a state institution, the competitive selection was not a tender within the meaning of the Law of Ukraine “On Public Procurement”, the charity said.
“The competitive selection is a private competition organised for the purpose of open and fair use of funds donated by citizens,”
– the Okhmatdyt Charitable Foundation said.
According to them, on 25 July, a meeting of the Working Group of the Okhmatdyt Charitable Foundation together with representatives of the Charitable Foundation was held to evaluate the submitted bids in accordance with the developed and adopted Evaluation Guidelines. Based on the results obtained by the working group, the winner was determined – Bud-Technology LLC.
According to the information provided by the bidders, Nashi Hroshi journalists say that three companies made it to the final: “DAK (UAH 310 million), Bud-Technology (UAH 307 million) and Mega Profit Group (UAH 220 million). “Mega Profit Group was rejected due to suspicions about its tax documents, and DAK was rejected due to the scandalous reputation of its owner.
According to journalists, the selected company, Bud-Technology, has ties to the Sensar group of Zaporizhzhia developer Mark Marchenko, who was previously associated with the Samopomich party, and now his entourage has ties to the Servant of the People.
An analysis of the winner’s proposal revealed a number of problems. For example, the company only indicated the rental of equipment unsuitable for installing facades above the second floor and did not provide information on equipment for installing tiles. In addition, the prices for basic works, such as repair of facade panels and interior wall decoration, were twice as high as those offered by other bidders.
It also became known that part of the repair work had already been carried out free of charge by the company Riola-Module, which built the building, which casts doubt on the scope of work stated in the tender.
As reported , significant charitable funds have been raised for the reconstruction of Okhmatdyt from large companies and individuals, including the IT platform Grammarly, Kyivstar, OKKO, and many others. These funds will be provided to the contractor after a rather non-transparent process.
“The funds raised for the Okhmatdyt – Healthy Childhood charity fund will be used to pay for this project. Currently, the amount collected on the fund’s account is UAH 378,665,380. Another UAH 297,127,770 has been raised on the hospital’s account. In total, as of 31 July 2024, UAH 675,793,150 has been raised on the accounts of the Foundation and the hospital. United24 has also raised more than UAH 320 million. These funds have not yet been used. We will report on all receipts and use of charitable funds on the hospital’s official pages,”

At the same time, the choice of this particular contractor caused a wave of indignation in the comments to the Foundation’s post. In particular, Yuriy Nikolov, an investigative journalist with the Nashi Hroshi project, expressed his dissatisfaction.
“Congratulations, corrupt officials! Don’t you have a conscience anywhere?”
– he wrote.
Other commentators also reacted negatively to the selection of this particular contractor, and user Oleksii Ruban wrote that
“those who chose this contractor are on the same level as the people who launched the missiles.”
Russian missile attack on Okhmatdyt hospital on 8 July
on 8 July 2024, during another massive missile attack during the Russian-Ukrainian war, the hospital suffered significant damage from a Russian X-101 cruise missile strike. The strike damaged the hospital’s buildings, destroyed some of the medical facility’s buildings, smashed windows and glass, and caused casualties.
The Russians destroyed the building of the Toxicology Department, where seriously ill children were on dialysis, five oncology departments, ten surgical departments, two somatic departments, an intensive care unit, two intensive care units, operating units, radiotherapy and radiotherapy departments, and three other buildings were damaged. Two electrical substations that powered the hospital’s entire infrastructure were also destroyed.
As of mid-day, two adults (one of them a doctor) and seven children were known to have been killed and injured. on 10 July, a boy died who was in critical condition in the intensive care unit at the time of the attack on Okhmatdyt on 8 July.
on 9 July 2024, the director of Okhmatdyt, Volodymyr Zhovnir, addressed the UN Security Council. In his speech, he stated that at the time of the attack, about 1,200 people were in the hospital and 3 complex operations were underway. The attack killed 2 people and injured about 300, including 8 children. He also noted that the attack damaged 24 departments, which will limit the ability to provide quality medical services to those in need.
Immediately after the attack on the hospital, Ukrainians started raising funds to rebuild Okhmatdyt.
