Changes to BankID: what awaits users and banks in 2025

The National Bank of Ukraine (NBU) has proposed changes to the BankID system to comply with European standards. In particular, it is about the eIDAS regulations, "Komersant Ukrainian" reports, citing the official website of the financial regulator.
According to the document, the key innovations include
- introduction of new levels of electronic identification;
- expanding the range of users: individual entrepreneurs will also have access;
- a requirement for a mandatory bank account to connect to the system;
- strengthening of authentication and data protection;
- a plan to phase out old services and switch to an updated platform.
At the same time, the NBU proposes to allow educational institutions to use BankID free of charge, which, according to the regulator, will facilitate the digitalization of education and simplify access to online services for students and teachers.
Comments and suggestions will be accepted until August 25, 2025.
Regulations on the NBU BankID System: what additional changes does the regulator propose
- introduce new and clarify the definitions of some existing terms, as well as introduce the concept of “electronic identification service of the NBU BankID System” and regulate the procedure and rules for its provision;
- to clarify that a prerequisite for the use of the system by a user is his/her open account with the identifier subscriber;
- to determine that the possibility of using the system by a user (obtaining a full or limited electronic identification service) depends on the method of identification and verification used by the identifier subscriber, as well as the identifier subscriber’s compliance with the requirements of the Regulations and documents approved by the decisions of the NBU BankID System Council;
- determine that the relationship between identifier subscribers and users regarding the use of the system is governed by the terms of agreements concluded between them, which must contain the requirements specified in documents approved by decisions of the NBU BankID System Council and/or the Regulations;
- to regulate the actions of the electronic identification service provider (identifier subscriber) that it must perform before providing the electronic identification service of the NBU BankID System;
- expand the list of responsibilities of the electronic identification service provider;
- to oblige the electronic identification service provider (identifier subscriber) to stipulate in the agreement with the user the user’s obligation to: ensure the confidentiality of their access credentials and the impossibility of access to them by other persons; immediately notify the identifier subscriber of suspicion or fact of compromise of access credentials; undergo the procedure for updating user data in the manner and within the time limits established in the agreement between the bank and the user; provide the identifier subscriber with information
- tighten requirements for identifier subscribers in terms of information security and protection of information in the system;
- clarify requirements for subscribers to process electronic requests for electronic remote identification and electronic confirmations of electronic remote identification;
Why the National Bank of Ukraine needs to make changes
According to the NBU, the demand for BankID is growing: in the first half of 2025, 50.8 million successful identifications took place, which is 32% more than in the same period in 2024. The proposed changes should increase the level of trust in the system and ensure official recognition of BankID as an e-identification scheme with a “substantial” level of trust.
How changes to the BankID system will affect the economy
Identifier banks will have to adapt their services to the new requirements, in particular in terms of enhanced authentication and personal data processing.
Fintech companies will have expanded access to BankID, which will simplify KYC procedures and open up new opportunities for digital services.
The NBU emphasizes that the update of the Regulation is part of the strategy of digitalization of the financial sector and the approximation of the Ukrainian electronic identification infrastructure to EU standards.

What is BankID and how to use the service
BankID is a system of remote identification of a person through his or her bank. In Ukraine, it is administered by the National Bank of Ukraine (NBU).
The way it works is that when you want to receive a service online (for example, from a government agency, bank, or business), instead of visiting in person, you choose BankID as a way to confirm your identity. The system redirects you to your bank’s website, where you log in to your online banking and confirm that it is you. The bank transmits only the necessary data to the organization – for example, name, date of birth, TIN – without passing on passwords or financial information.
Where BankID:
- authorization in Diia and other public services;
- submitting online applications to government agencies;
- signing electronic contracts;
- receiving services from banks, insurance, telecom companies, etc.
The advantages include quick identification in a few clicks and security, as only the necessary data is transmitted. In addition, a person using this service does not need to visit the offices in person to confirm their identity.
