Changes in Higher Education: Winter Admission and Scholarship Increase

President of Ukraine Volodymyr Zelenskyy has instructed the government to simplify the conditions for admission to Ukrainian higher education institutions. In particular, to introduce a winter admission campaign.
The president said this during a meeting with participants of the Ukrainian Youth Forum, a video of which was published by the We-Ukraine TV channel, "Komersant Ukrainian" reports.
Winter admission campaign
- For the first time, the possibility of introducing winter admission to universities is being considered.
- This will allow applicants not to wait a year if they were unable to enter in the summer.
- The President has instructed the government to simplify the conditions for admission and process all proposals within a week.
Increase in scholarships
- Starting in 2026, scholarships for all students will be increased.
- According to preliminary data, the amount may increase to UAH 8,000 for certain categories.
- The Verkhovna Rada is also considering a draft law on national scholarships that will be equal to the minimum wage.
Admission campaign 2025: activity is growing
- More than 1.13 million applications have been submitted, including 800 thousand for bachelor’s degrees.
- The majority of applications were submitted to Kyiv universities (29.4%), with fewer applications to Lviv, Kharkiv, Odesa, and Dnipro universities.
- 44.3% of applications were for state-funded places, which indicates a stable interest in studying in Ukraine.

Key dates and stages
- july 1 – August 1: submission of applications for bachelor’s degree (full-time)
- august 8 – August 25: acceptance of applications for master’s degree
- August 28: publication of the lists of those recommended for the budget
- Until August 30: confirmation of the choice of place of study
- Until October 20: additional admission to the contract form

- More than 1.1 million applications were submitted, 800 thousand of which were for bachelor’s degree
- 176,376 applicants received recommendations for admission, including:
- 61,178 – on the budget (full-time)
- 4,315 – on the budget (part-time)
- 60% of applicants received a recommendation for the first priority

- The formula has been updated: now it motivates to choose specialized subjects
- The average NMT score in the country is 145 out of 200
