Collusion in defense procurement: AMCU fines three companies for over UAH 26 million

The Antimonopoly Committee of Ukraine has fined three private companies for participating in a conspiracy in the procurement of the Ministry of Defense. The AMCU made the decision on November 27, 2025. This was reported by "Komersant Ukrainian" with reference to the AMCU.

Coltrane LLC, Businesscom LTD, and Prolog Service LLC were recognized as violators. The total amount of fines for these companies is UAH 26.86 million.

What happened

The companies participated in a tender held by the State Operator of the Logistics of the Ministry of Defense. The procurement concerned:

  • covers for field flasks,
  • combat pouches.

The expected value of the tender was over UAH 150 million.

The Antimonopoly Committee found that the participants agreed on the terms of participation, which completely eliminated competition between them. This led to a distortion of the bidding results, even though the procurement concerned goods critical to the Armed Forces.

What the AMCU decided

The companies were fined for anticompetitive concerted actions in the amount of

uAH 26,867,392.

The Committee emphasized that such violations affect the efficiency of defense procurement and pose risks to the provision of necessary equipment to the military.
