Collusion in a tender for a military cemetery: AMCU reveals price fixing in procurement worth UAH 50 million

The Antimonopoly Committee of Ukraine has fined two companies – Kardan Motors Plus PE and Karshe LLC – for distorting the results of public tenders for the manufacture of temporary burial structures for the National Military Memorial Cemetery, reports

What the regulator found
The AMCU concluded that both companies acted in concert, despite the fact that they were supposed to compete with each other. It was found that they coordinated the conditions of participation in the procurement, eliminating real competition. This allowed them to influence the results of the tender organized by the state institution National Military Memorial Cemetery.
For such actions, the companies were fined a total of UAH 546 thousand, which is significantly less than the expected value of the procurement, but enough to officially record the violation and add the companies to the list of competition violators.
What is known about the procurement
The temporary tombstones purchased under the tender are to be used at the National Military Memorial Cemetery. According to media reports, they will be made on the basis of Cossack crosses of the XV-XVI centuries, and after the soil settles – in about a year – they will be replaced with permanent tombstones: Cossack crosses or rectangular slabs according to the choice of the family of the deceased.
