Increased by 9 billion hryvnias. The government reported on state budget expenditures

In January and February 2026, cash expenditures from the general fund of the state budget totaled 547.2 billion hryvnias. This is 9 billion hryvnias more than during the same period last year. The key expenditure items were covering military needs, paying salaries, and funding the social sector. This was reported by the Ministry of Finance, according to "Komersant Ukrainian".

Priority — Defense and Security

UAH 327.4 billion was allocated to the defense sector, accounting for 59.8% of total expenditures. In February alone, UAH 177.8 billion was spent on these needs.

Breakdown of funds by category:

  • wages and salaries — 260.5 billion UAH (47.6% of total expenditures). This amount increased by 31 billion UAH compared to last year. Most of the funds were used to pay public sector employees;
  • social security — 106.5 billion UAH (19.5%). Funds were allocated for pension payments via transfers to the Pension Fund, assistance to families with children, subsidies for utility bills, and fuel benefits;
  • goods and services — 50.6 billion UAH (9.2%). The funds were allocated for the procurement of weapons, ammunition, equipment, fuel, and food for the Armed Forces of Ukraine, as well as for the National Health Service’s medical guarantee program;
  • public debt servicing — 49.4 billion UAH (9%). Expenditures increased by 2.2 billion UAH compared to the same period in 2025;
  • support for businesses and healthcare — 38.8 billion UAH (7.1%). Funding for the procurement of goods for the army’s needs and the implementation of state healthcare programs;
  • assistance to regions — 36.2 billion UAH (6.6%). Transfers to local budgets increased by 11 billion UAH, or 43.6%, compared to last year.

As a reminder,

In January 2026, total cash expenditures of the general fund of the state budget amounted to 243.8 billion UAH, which is 29.7 billion UAH, or 13.9%, more than in January 2025.

Danylo Getmantsev, Chairman of the Verkhovna Rada’s Finance Committee, stated that as early as April, Ukraine may face a situation where “there will be nothing to finance expenditures with,” as the state is already spending funds allocated for the second half of the year.

In Ukraine in 2025, tax and fee revenues to the state budget, which are controlled by the State Tax Service, amount to UAH 1.246 trillion. This is 20.2%, or UAH 209.3 billion, more compared to last year.
