10 billion for prevention: how the national screening program for 40

Ukraine is preparing to launch a large-scale national program of preventive diagnostics for citizens over the age of 40. The state budget for 2026 provides 10 billion hryvnias for it, Health Minister Viktor Lyashko said during a telethon , "Komersant Ukrainian" reports.
How the Health Screening 40 program will work
The Health Screening 40 program will be available to all Ukrainians upon reaching the age of 40. A month after their birthday, people will receive a notification inviting them to undergo a checkup. To participate, you will need a special card, which can be issued through the Diia app or at the ASC. The card will be used to credit funds for certain laboratory and instrumental tests, as well as medical consultations.
Screening can be done in both public and private medical facilities, provided they meet the requirements of the Medical Guarantee Program.
What is the program aimed at?
According to Lyashko, the initiative aims to detect cardiovascular diseases, diabetes, and mental health disorders, which currently account for the largest share of mortality and disability in Ukraine.
“Our task is to detect changes in the body as early as possible in order to start preventive or therapeutic measures in advance,” the Minister emphasized.
Increased spending on healthcare
The government is also increasing funding for the healthcare system as a whole: in 2026, the healthcare budget will increase to UAH 258.6 billion, which is almost UAH 39 billion more than this year.
The Ministry of Health predicts that up to 5 million Ukrainians will be able to undergo the Screening 40 program in the first year alone, making it one of the largest preventive initiatives since independence.
