uAH 130 billion for “Weapons of Victory”: the Ministry of Defense told about this year’s contracts

In 2025, as part of the Weapons of Victory initiative, the Ministry of Defense signed contracts with 12 Ukrainian arms manufacturers worth almost UAH 130 billion. This was announced during an online meeting with representatives of the Federation of Employers of Ukraine by Hlib Kanevsky, Director of the Procurement Policy Department of the Ministry of Defense, "Komersant Ukrainian" reports.
The main topic of discussion was the priorities of the Ministry of Defense’s procurement policy for 2025, and the key focus was on the Weapons of Victory program, a mechanism for long-term contracts for three, five or ten years for national manufacturers of weapons and military equipment.
According to Hlib Kanevsky, the key criteria for Ukrainian arms manufacturers seeking to join the Weapons of Victory program and sign long-term contracts are mandatory codification, mass production, achieving a localization level of at least 50%, etc.
Communication with representatives of the Federation of Employers of Ukraine continued a series of meetings with manufacturers of weapons and military equipment.
The Ministry of Defense has already presented plans for UAV procurement
More than UAH 44 billion will be spent on the purchase of FPV drones, including fiber optic drones. Representatives of the Ministry of Defense shared these plans during a meeting with members of the Technological Forces of Ukraine, which brings together leading manufacturers of innovative weapons for defense.
The topics of discussion included scaling up the production and supply of unmanned systems for the Armed Forces of Ukraine, as well as simplifying bureaucratic procedures to enable faster integration of new drone models into the military.
Particular attention was paid to reducing the time of delivery of drones from the manufacturer to combat units.
Ministry of Finance reports on financing the needs of the Defense Forces
the expenditures of the general fund of the state budget for the security and defense sector in January-February 2025 reached UAH 336.6 billion. This is 62.5% of the total amount of expenditures of the general fund of the state budget. This was reported by the Ministry of Finance.
In February, UAH 205.6 billion was used from the state budget. These funds were used for:
– financial support for military personnel, rank and file and police officers;
– purchase of military/special equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor and other special equipment)
– fuel and lubricants, foodstuffs;
– medical support;
– other expenses to support the activities of the relevant bodies and formations.
As the Ministry of Finance reminded, security and defense remain an absolute priority and the largest item of state budget expenditures.
