200 thousand hryvnias for work in the village or at the front: the government launches a new program for young doctors

The Cabinet of Ministers of Ukraine has introduced a new financial support program for medical graduates who agree to work in medical institutions in rural areas or in regions where military operations are ongoing. The relevant resolution was adopted on May 30, 2025, during a regular government meeting, "Komersant Ukrainian" reports, citing a statement by Prime Minister of Ukraine Denys Shmyhal.

According to the new regulations, young doctors who sign a contract after graduation and start working in rural outpatient clinics, rural health posts or hospitals, as well as in healthcare facilities in the territories of active hostilities, will be able to receive a one-time cash payment of UAH 200,000. The funding will come from the state budget.

According to the Prime Minister, this initiative is aimed at solving the acute staffing crisis in the healthcare sector, particularly in the least well off regions of the country.

We support those who are ready to work in difficult conditions, help people and strengthen our healthcare system from within. Along with security and defense, investment in human capital is a cross-cutting policy of the government and the state,” Shmyhal emphasized.

Government officials also note that the program should encourage young professionals to stay in Ukraine and motivate them to work where the need for healthcare professionals is highest.

It is expected that the mechanism for receiving assistance will be regulated by separate bylaws in the near future, after which applications from interested candidates will be accepted.

It should be noted that as of 2025, there are at least 14 leading higher education institutions in Ukraine that train specialists in medicine, dentistry, pharmacy and related fields. The most famous ones include:

  • Bogomolets National Medical University (Kyiv),
  • Danylo Halytsky Lviv National Medical University,
  • Ternopil National Medical University named after I.Y. Gorbachevsky,
  • Kharkiv National Medical University,
  • Vinnytsia National Medical University named after M.I. Pirogov,
  • Dnipro Medical Academy and others.

These institutions train doctors in the fields of medicine, pediatrics, dentistry, pharmacy, industrial pharmacy, medical psychology, laboratory diagnostics, as well as nurses, paramedics and other specialists for the healthcare system.

According to available information, an average of about 7-8 thousand students graduate from medical universities in Ukraine every year. For example, in 2023, almost 8 thousand graduates were enrolled in internships. This figure is expected to remain at a similar level in 2025, given the rate of enrollment and duration of training.

However, in the context of war and migration, some students, including foreign students, do not always continue their studies or change their country of residence, which affects the overall graduation rate. In addition, some graduates do not stay in the healthcare system of Ukraine after graduation, which exacerbates the problem of staff shortages, especially in remote and frontline regions.
