24 Ukrainian universities received UAH 40 million to repair shelters: list

In 2023, 24 higher education institutions (HEIs) received budget funding for the repair and reconstruction of bomb shelters and shelters. This is stated in the response of the Ministry of Education and Science of Ukraine to a request from "Komersant Ukrainian"
We asked the Ministry of Education and Science whether any funds were allocated to universities to equip shelters, how many universities received funding, whether the use of these funds is monitored, etc.
In response, the ministry said that in 2022-2023, no earmarked funds were allocated from the state budget for the maintenance, equipment or repair of shelters in higher education institutions.
However, the Ministry of Education and Science reported that the state budget for 2023 under the budget programme “Training of personnel by higher education institutions and ensuring the operation of their practice bases” provides for expenditures “for the implementation of measures in the field of education” received from the profits from lottery and gambling licensing. These funds were used to equip bomb shelters.
“At the expense of these funds, UAH 40,397.0 thousand was allocated for the arrangement of shelters for higher education institutions… The decision to allocate the funds was made by the Commission established by the Ministry of Education and Science after considering the appeals of the heads of higher education institutions and the package of necessary documents they submitted…”
– reads the Ministry’s response.
Thus, the said UAH 40 million 397 thousand was distributed among 24 higher education institutions.
In addition, according to the Ministry of Education and Science, in 2024, the funds from the budget for the development of higher education institutions, which in 2024 is more than half a billion hryvnias, will be partially used to equip shelters.
