“250 million UAH daily: unaccounted gambling business could finance the Armed Forces” – Yuzhanina

Every day, gambling organisers in Ukraine receive more than UAH 250 million, and this is only the official part of their income. A significant part of this business is still in the shadows, and its profits are not taxed. This was written on Facebook by Nina Yuzhanina, a member of the Verkhovna Rada Tax Committee, according to "Komersant Ukrainian"
The MP stressed that a law has been in place for more than two years prohibiting work on equipment that is not connected to the State Online Monitoring System. However, this system has not yet been created, which allows the gambling business to operate virtually outside the law.
“EVERY DAY, GAMBLING ORGANISERS RECEIVE MORE THAN UAH 250 MILLION ON THEIR ACCOUNTS. And this is only the official part of their income, because the state allows gambling organisers to work virtually outside the law! For more than two years now, the law has been in force prohibiting the use of equipment that is not connected to the State Online Monitoring System. And it still does not exist (and is unlikely to appear in the coming years),”
– she wrote.
Yuzhanina noted that due to the lack of proper control, it is almost impossible to verify the legality of the distribution of funds and their taxation.
“Why is the government so stubbornly refusing to tax the excess profits of this industry? Who is interested in preventing part of these excess profits from being directed to the Armed Forces?”
– the MP asks.
Apparently, the pathos of her post refers to the government’s plans to raise taxes on Ukrainian citizens, which the parliament may vote on today, 4 October.

Details of the draft law No. 11416-d
On 17 September, the Verkhovna Rada of Ukraine adopted the draft law No. 11416-d as a basis. 241 MPs voted in favour.
The updated version of the draft law provides for:
1) an increase in the military tax from 1.5% to 5%
- establishment of the CPT in the amount of 1% of the income of single tax payers of the third group;
- establishing the CPT for individual entrepreneurs – single tax payers of groups I, II and IV at 10% of the minimum wage;
2) setting the corporate income tax rate for banks in 2024 at 50%;
3) setting the corporate income tax rate for non-bank financial institutions (except for insurers) at 25%;
4) improving the proposed model for determining the amount of advance corporate income tax payments for petrol stations;
5) change of the tax period from quarterly to monthly for reporting on income paid to individuals (for economic booking);
6) instructing the Cabinet of Ministers to develop a draft law amending the Budget Code of Ukraine to transfer military fees to a special fund of the state budget to be used for the needs of the security and defence sector.
Since the law will not be adopted in its entirety by October, the implementation will be retroactive to 1 October, Yaroslav Zheleznyak, Deputy Chairman of the relevant parliamentary committee, predicts.
