30 advisers to Minister Lisovyi: what is known about their work and salaries

The Minister of Education and Science of Ukraine Oksen Lisovyi has a total of 30 advisers, 7 of whom work in the ministry’s patronage service, and 23 people work on a voluntary basis. This is stated in the ministry’s response to a request fromthe Glavkom publication, "Komersant Ukrainian" reports.

The total state expenditures on the maintenance of full-time advisers to Minister Lisovyi for the period of 2023-2024 and the first two months of 2025 amounted to UAH 6.6 million.

Who advises the minister and what?

The Patronage Service is headed by Nina Sokolova, who held the same position when Lilia Hrynevych was head of the Ministry in previous years.

Among the pro bono advisors, the most prominent is the former Minister of Education and Science (2016-2019) Lilia Hrynevych herself. Her cooperation with Lisovyi is primarily focused on the implementation of the New Ukrainian School (NUS) reform, which has become one of the ministry’s priorities, according to the advisor.

According to Hrynevych, subventions for teacher training and classroom equipment have been restored. A World Bank project is also planned to re-equip primary school classrooms to meet the needs of the NUS, develop professional development courses for teachers to implement more competent teaching methods, and a number of changes to train and improve the social status of teachers.

Ivanna Kobernyk, who also served as an advisor to Minister Hrynevych, is now also advising Lisovyi on a pro bono basis on the New Ukrainian School reform.

Among the minister’s advisors are also people who used to work with him at the Small Academy of Sciences (MAS). For example, Natalia Obolonik, who is a pro bono advisor and continues to work at the MAS, has many photos of herself and Lisovyi on social media.

Oksen Lisovyi: dossier

Oksen Lisovyi was appointed Minister of Education and Science on March 21, 2023, by a decision of the Verkhovna Rada. From the beginning of the full-scale war, he fought as a volunteer in the 95th separate airborne assault brigade of the Armed Forces of Ukraine. Prior to his appointment as Minister, he headed the National Center of the Minor Academy of Sciences of Ukraine for more than a decade. In 2012, he became a laureate of the State Prize of Ukraine in Education, and in 2021 he received the honorary title of Honored Worker of Education of Ukraine.

Even before his appointment as minister, plagiarism was discovered in Lisovyi’s dissertation. Soon after, he won the Academic Dishonor anti-award in the Plagiarist of the Year category. Lisovyi admitted the fact of plagiarism, explaining that he had to “compromise with the academic culture of the time” when defending his dissertation. As a result, he decided to give up his degree.
