96.6% of public procurements for construction, including the reconstruction of Ukraine, were made without competition

In 2024, 96.6% of public procurement in the category of “Construction and maintenance” (including the reconstruction of Ukraine) took place without competition among contractors.
This is reported by the Institute for Economic Research and the Center for Economic Strategy in a joint project, "Komersant Ukrainian" reports.
We are talking about more than 134 thousand procurements totaling UAH 271.6 billion. In contrast, 300 procurements worth UAH 2.2 billion in 2024 were made with five or more participants.
“There is still a problem with artificial sub-thresholds in construction procurement. For example, the threshold for procurement of routine repairs is UAH 200 thousand, and for works – UAH 1.5 million. Up to these thresholds, procurement can be conducted outside the Prozorro system directly with the contractor,” says Volodymyr Landa, senior economist at the Center for Economic Strategy.
Out of 21.9 thousand procurements conducted by the organizers using the Prozorro electronic system, almost 80% were held with the participation of one participant. The amount of these procurements is UAH 115 billion.
In 2024, Ukrhydroenergo, Kyiv Metro, and the Restoration Service made the largest number of procurements.
The most expensive procurements were for the construction of the Kyiv Metro line worth UAH 13.8 billion and the construction of protective structures for the Dniester PSPP worth UAH 9 billion.
